The law in England regarding charging for carrier bags still only applies to companies employing 250+ employees. However, as a business employing less staff you still may want to consider charging to cover the costs of your bags or even to pass on to a charity of your choice. It may give you a larger budget to spend on branded bags or more luxurious bags. The law is continuously being updated so make sure you keep up to date by visiting the government website (https://www.gov.uk/guidance/carrier-bag-charges-retailers-responsibilities). Rules in the rest of the UK do still apply for all retailers, not just those employing 250+ employees, and do also include paper bags.
